Yep, the crime of Bureaucracy committed during an act of Corporacy should be an automatic Third Strike.

OK, so this is NOT a serious explanation, but it was hilarious! I gather that the author must have studied Humor under the tutelage of Douglas Adams.

The angry baby gets multi-cultural and will offend just about everyone.

Perhaps that's a little more truth in advertising than we wanted?
