VR sex laws wont likely exist even when avatar Virtulizations get complex enough to imitate humanoid brains at a reasonable, molecular level; because it's the same as the chatbot principle, if you are told to hand back cards with symbols on them, depending on a set of rules about the cards you receive, you are participating in a coherent system without comprehension. The same is true of a Virtualized sexbot.
Now, if they start growing a class of genetically modified avatars expressly for sexual service.. it'l be different.
it really depends on the level of input the virtualization recieves, if it reads everything from the web, then it's version or reality could be distorted (the news online is, theres loads of propaganda), or tricked.(by fooling it into thinking a private darknet is the entire internet)
Furthermore, Robots could be the new people, since they are physically here and can even improve themselves.. and recieve input. As for online- matrix like virtualization though, thats different.
I like the genetic modification, I think that once you produce smooth brain(and consciousness) uploading into a computer and through a virtual link into a biological specimen,you could keep the DNA, and the "copy" you leave behind, however you may have to alter it's behavior as to not want to change their body anymore.
Perhaps this is already happening, and "magic" is actually just leaks of our super-human like abilites from genetic superbeings that have been noticed through the barrier we put up to continue humanoid life as to advert complete zombie-like disaster.
Then again, the universe is a big, complex place, it's hard to think that we wont have more genetic variation once we seed other planets with our genetically-modified kin (dragon-like, reptiles, dolphin-like, squid, racoon, spider, w/e)
