Its a design-concept, not something that will be widely implemented tomorrow! I think its a good idea; cost, durability, etc are all things that can be tweeked in the long run, a production model typically barely resembles the concept model, but the concept is an interesting one. I'm sure the reflector road bumps that are now widely used had a few different trial versions and obstacles they had to overcome before being widely implemented.
But, as another reviewer said, altering the slope of speed-bumps would be a far easier solution. Some bumps are too large with too much pitch that you have to hit the brakes even if going below the posted speed.
